What is known is the Director of Scepter 4, Reisi Munakata, who is also the Blue and Fourth King. Being crowned he took it upon himself to revive the organization from the ground up, restoring it to it's former glory. As the commander of this soldiered force he himself has amazing skill with a sabre at hand. At such a high standing in stature the king often hides everything behind a mask of steel. No one can read this mask, nor can they even take a glance past it. Simple. A shield that no one can break, thus no one can hurt him. It's quite an easy concept to grasp. "
